North Korea scores 3 out of 100 on Freedom House's Freedom on the Net index — the lowest score of any country assessed. This is not merely censorship; it is the near-total absence of internet access for an entire population. The Democratic People's Republic of Korea maintains the most absolute information control system in the world, where citizens have zero access to the global internet and all digital activity exists within a hermetically sealed domestic network.

North Korean citizens access only Kwangmyong, a domestic intranet containing government-approved websites, educational materials, and a state-controlled email system. Fewer than a few thousand elites — senior party officials, select researchers, and approved institutions — have any access to the global internet, and this access is heavily monitored by the Reconnaissance General Bureau and Ministry of State Security. The country's international internet connectivity flows through a single connection to China (via China Unicom) and a secondary link via Russia, serving this tiny elite user base.

For foreign visitors (who can only enter through state-controlled tour groups), Koryolink provides 3G mobile service at prohibitive costs (approximately 150 EUR for a 2-week SIM with limited data).
