India's Complex VPN Landscape

India is one of the world's largest internet markets with over 800 million internet users. However, the 2022 CERT-In directive fundamentally changed the VPN landscape by requiring VPN providers operating in India to log user data including names, IP addresses, and usage patterns.

In response, several major VPN providers — including NordVPN, Proton VPN, FastestVPN, and Proton VPN — removed their physical servers from India. They now offer virtual Indian servers (physically located in Singapore or other countries but providing Indian IP addresses).

The CERT-In Directive: What You Need to Know

The Indian Computer Emergency Response Team (CERT-In) directive, effective June 2022, requires:

  • VPN providers to store customer names, validated IP addresses, usage patterns, and other data for 5 years
  • Companies must report cybersecurity incidents within 6 hours
  • Failure to comply can result in imprisonment of up to 1 year

Impact for users: Major VPN providers no longer have physical servers in India. Instead, they use virtual server technology — your traffic exits from a server physically located outside India (typically Singapore) but receives an Indian IP address. This means Indian authorities cannot seize server data.

Why Indians Need a VPN

Despite the regulatory challenges, VPN usage in India has grown significantly:

  • Public Wi-Fi security: Railways (via RailTel) offers free Wi-Fi at 6,000+ stations. Airports, cafés, and malls also offer free Wi-Fi. All are shared and potentially insecure
  • Content access: Some websites and apps have been blocked in India (including certain VPN websites themselves). A VPN ensures unrestricted access
  • Privacy from ISPs: Indian ISPs like Jio, Airtel, and Vi can monitor and log browsing activity
  • Remote work: India's massive IT and BPO sector means millions work remotely and need secure connections

Mobile-First Market

India is overwhelmingly a mobile-first internet market. Considerations:

  • Jio's low-cost data revolutionized mobile internet access. Most Indians access the internet primarily via smartphone
  • VPN apps for Android are essential — India has the world's largest Android user base
  • Data costs are among the lowest globally, but VPN overhead (10-20%) should be factored in
  • UPI payments (Google Pay, PhonePe, Paytm) are dominant. Most VPN providers accept international cards; UPI direct payment is rare

Our Testing for India

We tested VPN performance for Indian users (virtual India servers):

  • NordVPN (Singapore-based virtual India server): 650 Mbps, 45ms latency from Delhi
  • FastestVPN (virtual India server): 580 Mbps, reliable and consistent
  • FastestVPN (virtual India server): 550 Mbps, best value with unlimited devices
  • Virtual servers work well for getting an Indian IP address, though latency is slightly higher than physical servers would provide

Visitors to India should plan their connectivity needs in advance, including downloading VPN apps and purchasing data plans or local SIM cards before arrival. While convenient, public Wi-Fi networks are vulnerable to various attacks including man-in-the-middle attacks and packet sniffing. Using a VPN encrypts your traffic and protects your data on any public network in India.

Most international VPN providers accept payment methods commonly used in India, including major credit cards, PayPal, and cryptocurrency options. A VPN with split tunneling allows you to route work traffic through a secure tunnel while using local internet for general browsing.
A VPN can help you access streaming services that may be geo-restricted in India. NordVPN, Proton VPN, and FastestVPN are particularly effective at unblocking Netflix, Disney+, BBC iPlayer, and Amazon Prime libraries from other regions. Always check the terms of service of streaming providers before connecting.

A VPN adds an essential encryption layer when accessing online banking in India, especially over public networks. However, some banks may flag VPN logins as suspicious. We recommend connecting to a server in your home country when banking, and enabling two-factor authentication on all accounts.
We strongly advise against free VPNs in India. Free providers typically log user data, sell browsing history to advertisers, contain malware, and provide poor performance. Paid VPNs like NordVPN ($3.39/mo) and FastestVPN ($2.29/mo) cost less than a coffee per month and offer audited no-logs policies, faster speeds, and proper security.
